ROCS is consistently strengthening its management and governance systems so as to attain improved organisational development. ROCS will place emphasis on effective and efficient organisational operations. 

The form and nature of the operations of ROCS will focus on results. The focus on nutrition and health will require appropriate skills. A deliberate effort will be made to build the capacity of staff to effectively engage in activities of policy and advocacy nature at national and local levels

Systems and procedures, particularly those related to Monitoring and Evaluation, financial management and value for money will be strengthened. ROCS will seek to improve on its programme management with a strict focus on Results Based Management – the organisation will in this plan, emphasise reporting on outcomes and impacts as opposed to outputs.
